David Gardiner & Associates (DGA) is pleased to share the release of a new resource, Encouraging Clean Hydrogen Uptake in Key Sectors: A Policy Handbook for Practitioners.  Focusing hydrogen uptake on key sectors is essential to maximize greenhouse gas (GHG) emissions reductions from hydrogen use. This resource provides options for policymakers in any jurisdiction who are interested in encouraging efficient use of clean hydrogen. 

This handbook includes: 

  • An explanation of priority end-uses, including refining, ammonia production, steel production, maritime fuels, and aviation fuels. 
  • A menu of 13 policy options—including financial incentives, regulations, and market-based mechanisms—that can be used to stimulate demand for clean hydrogen in priority, climate-beneficial sectors. 
  • Detailed analysis that evaluates various economic, environmental, and implementation tradeoffs for each policy option. 
  • 3 case studies that explore states where clean hydrogen policies are politically feasible and can result in GHG emissions reductions from existing industries, specifically: 
    • Clean ammonia for fertilizers and maritime fuels in California  
    • Clean ammonia or methanol for maritime fuels in Washington 
    • Clean hydrogen for steel production in Pennsylvania 

DGA was contracted for this work by the Natural Resources Defense Council (NRDC), an international NGO focused on solving the most pressing environmental challenges through scientific research, policy analysis, public advocacy, litigation, and collaboration with grassroots and community groups.
