DGA created this resource to provide an overview of policies that can most effectively advance data center heat reuse in the United States, and to tracker state-level efforts to enact these policies. It includes two main components:
- Policy Overview: Tab 1 includes a summary of 10 policies that local, state, or federal leaders in the U.S. could persue to advance data center heat ruese. Broken down by category—enabling policies, incentives, and standards—Tab 1 also includes examples of policies that have been enacted, either in the U.S. or abroad. The policies are primarily draw from DGA’s 2025 white paper, “Data Center Heat Reuse: The Opportunity for States,” though it includes additinoal policy proposals that DGA has developed or discussed with technical experts and policymakers since the white paper’s publication.
- Policy Tracker: Tab 2 provides a non-comprehensive list of policies (including legislative, executive, or other policies) that have been proposed in the United States. The tracker focuses on legislation that deals specifically with heat reuse or could be easily amended to include heat reuse. It does not include policy solely related to thermal energy networks (TENs), though the development of TENs can be a crucial foundation for data center heat reuse. Nor does it include all data center policies that states are considering.
