David Gardiner has more than thirty years of experience analyzing and shaping successful federal and international environmental policy in the public and private sector, especially on climate change and energy. As principal of David Gardiner & Associates, he provides high-level strategic guidance to the corporate executives and non-profit organizations with whom the firm works. Among his principal areas of expertise are energy efficiency, clean air policy, sustainable transportation concerns, and forest and land issues. Prior to founding DGA, Mr. Gardiner served as the Executive Director of the White House Climate Change Task Force during the Clinton Administration, where he participated in development of domestic policy and in international climate negotiations. As EPA Administrator Carol Browner’s Assistant Administrator for Policy, Mr. Gardiner led EPA’s climate change efforts, as well as programs to reinvent EPA’s approaches to key sectors, such as transportation, agriculture, metal finishing, and real estate development. Prior to joining the Clinton administration, Mr. Gardiner was Legislative Director for the Sierra Club in Washington, DC. Mr. Gardiner has a Bachelor of Arts with honors from Harvard College.

Bill White

Bill White has more than fifteen years experience developing and implementing public-private partnerships advancing action on energy and climate change. As Vice President of David Gardiner & Associates, Mr. White provides high-level strategic guidance to the corporate executives and non-profit organizations with whom DGA works. Among his principal areas of expertise are energy efficiency and the impacts of climate and energy upon corporations. Prior to joining DGA, he represented EPA's Energy Star program in New England and established successful energy efficiency initiatives with businesses, utilities, municipal governments, and colleges and universities. As Senior Advisor for Climate Change to EPA Administrator Carol Browner, he represented the EPA in White House climate change policy development and in negotiations with the G-8, China, and Mexico. He is a member of the Board of Directors of the Conservation Strategy Fund. Mr. White holds a B.A. in Biology from the State University of New York at Buffalo and a Masters in Public Policy from Harvard University.

Betsy Gardiner

Betsy Gardiner joins DGA as Chief Operating Officer, overseeing the day to day operations of the firm after having helped establish DGA in 2001. Most recently, she founded and managed a patient advocacy consulting company, helping people with significant health issues navigate the health care system. Ms. Gardiner’s diverse background includes previous work as a Registered Nurse, a faculty member at the George Washington University Medical School, and NPR Reference Librarian. She is a member of the American Business Women’s Association. Ms. Gardiner has a Bachelor of Science in Nursing from Boston University and a Master of Science in Library Science from The Catholic University of America.

Ryan Hodum

Ryan Hodum, a trained social scientist in international relations theory, comes to DGA with experience in renewable energy utilization.  At DGA he assists clients with topics ranging from the voluntary carbon offset market to clean energy finance strategies.  He has worked most recently at the U.S. Department of State, managing international climate conferences in India, Japan and Australia in support of a project portfolio to expand renewable energy and energy efficiency in China and India. Previously, he provided research assistance to the World Resources Institute on global supply chain bottlenecks in the wind turbine industry. Ryan has a Bachelor of Arts in International Relations and Hispanic Studies from the College of William and Mary, and has earned Master of Arts in Global Environmental Policy from American University.

Elizabeth Hogan

Elizabeth Hogan has eight years of experience with government, corporate, and non-profit organizations, with particular emphasis on the technology sector, including America OnLine, MicroStrategy, and the United States Telecommunications Training Institute.  She has most recently worked with members of the fishing industry in New England on conversions to whale-safe fishing gear and with the Camara de Industrias of Costa Rica to assist Central American businesses adopt more sustainable business operations. She has a degree in Foreign Service from Georgetown University and a dual Master of Science in Natural Resources and Master of Science in Sustainable Development from the University for Peace in Costa Rica and American University in Washington, DC.

Margot Littlehale

Margot Littlehale comes to DGA with experience in policy in diverse interest areas. Prior to joining DGA, Margot worked in the American Enterprise Institute’s National Research Initiative, where she drafted policy briefs on energy security, welfare reform, and urban and economic development. Margot has prior experience in state-based policy after working as an intern in the Research Department of Pioneer Institute, a public policy think tank in Boston, MA. She also has experience in event planning, lobbying, and public relations.  As DGA’s Associate for Policy, Margot provides research, analysis, and writing for client projects. She also assists clients in the development of public policy strategies related to energy efficiency, climate change mitigation, renewable energy, and federal regulation. She completed her undergraduate degree from Colgate University, where she received a Bachelor of Arts in Political Science with a focus on Energy Policy and wrote an Honors Thesis on “Energy Framing in the 2008 Presidential Election,” which analyzed candidates’ discussion of energy issues relative to fluctuations in gas prices.

Jeff Stein

Jeff Stein has experience in climate and energy policy at the federal and state levels, including in political communications, primary and secondary data analysis, and campaigning.  Prior to joining DGA, Jeff worked in Madison, Wisconsin for a state public affairs firm where he authored testimony, research memoranda, and press releases on renewable and nuclear energy, public safety, building codes, and water distribution in accordance with the Great Lakes Water Compact.  There he also represented Tribal environmental interests in leading both the student outreach and new media arm of a statewide campaign for clean energy legislation.  He has previous professional experience with the Democratic National Committee, the Wisconsin State Senate, and the Shanghai office of an American scrap metal corporation.  In his role as Research Associate, Jeff provides strategic research, analysis, and guidance for DGA projects related to the utility, transmission, renewable energy, commercial, and industrial sectors and assists with regulatory and legislative strategy development.  He also assists with projects to coordinate client public outreach strategies through event planning and association recruitment. Jeff graduated with a B.A. in political science and international relations from the University of Wisconsin-Madison and possesses Spanish, Hebrew, and Portuguese language skills. 

Jennifer Kefer

Jennifer Kefer is DGA’s newest team member and joins us after a decade experience providing legal and political expertise, strategic analysis, and advice to non-profits, corporations and cities on a range of projects related to climate, energy and other environmental issues.  She has experience in coalition development, grassroots education and outreach, federal advocacy, legal research and analysis, and environmental litigation working for a range of organizations, including Earthjustice, Environmental Defense Fund, the Coalition on the Environment and Jewish Life, the Center on Budget and Policy Priorities, and Columbia Telecommunications Corporation.  Jennifer coordinates DGA’s work for the Alliance for Industrial Efficiency, managing a diverse coalition of labor, contractor associations, businesses and environmental groups to advance manufacturing competitiveness through the use of combined heat and power and waste heat recovery.  She earned a B.A. in environmental studies at Brandeis University, a Masters of Environmental Studies at the Yale School of Forestry and Environmental Studies and a J.D. at the Yale Law School. Dave Grossman
Senior Consultant

Dave Grossman is the founder of Green Light Group, a consultancy firm specializing in environmental research, writing, and strategy. Mr. Grossman has spent the past 10+ years working in environmental policy, law, politics, and organizing. He has developed expertise with issues ranging from climate change and energy efficiency to international environmental compliance, with perspectives drawn from domestic and international non-governmental organizations, state government, and political campaigns. Mr. Grossman has published on such topics as the feasibility of tort-based climate change litigation and theories of why states and firms comply with law. He graduated summa cum laude from Princeton University with a degree in Politics and received his law degree from Yale Law School.

Ladeene Freimuth
The Freimuth Group, LLC

Ms. Freimuth is the founder of a domestic and international energy and environmental consulting firm, The Freimuth Group, LLC. She specializes in policy and strategic advising, lobbying, research and analysis, and project design, implementation, and management. Her areas of expertise include energy efficiency, renewable energy, global climate change, transboundary water management, alternative fuels and transportation, and sustainable development. Ms. Freimuth brings over seventeen years of work experience, including at the U.S. Environmental Protection Agency and the U.S. Agency for International Development, as well as in both the U.S. House of Representatives and the U.S. Senate. Ms. Freimuth has authored major pieces of energy efficiency, renewable energy and alternative transportation legislation that served as the precursors to titles in the Energy Policy Act of 2005, as well as one of the first pieces of legislation to reduce air and greenhouse gas emissions from stationary power plants. She also has helped secure funding for crucial efficiency and renewables programs. Ms. Freimuth possesses Russian, French and Hebrew language skills. She received a B.A. in Government from Wesleyan University and a master’s degree in International Resource Policy and Eurasian Studies from The Fletcher School of Law and Diplomacy at Tufts University.
